This workout is two separate partner relays.  
One relay is a series of 400 meter runs. Partner one runs a lap then tags partner two who will begin running. Each partner will run 4 times, or 1 mile.
In the same fashion, partners will complete 4 500 meter rows switching out until each partner has rowed 2k.
